Then, the difference rests on that depends on if the fine they put it to you with your car or with a car in rent. In case they put a fine to you abroad with your vehicle, it is complicated that the fine comes to you, since the administration of that country would not have access to your bank information (not to be, I insist, that you should have an account there). In case they put a fine to you with a rent car, it is easier that they load you or block your account to you, since the administration would ask the company of rent for his responsibilities and this, that has your bank information (of the card), would claim to you the amount of the same one.
